Who takes charge?

A frequent source of questions made to the Diving Resources Team at BSAC HQ revolves around the planning and organisation of diving.

As you might expect, the manner in which the question is asked frequently leads you to think and respond in different ways but the foundation remains the same. Within BSAC and our branches ultimately the National Diving Officer (NDO) is responsible for all diving and training that takes place within the organisation. Clearly the NDO cannot be everywhere and so he delegates that authority to the Diving Officer (DO) in a branch, who in turn is expected to delegate that authority to a Dive Manager to oversee diving on a particular site. That then ensures a clear hierarchy of delegated authority and helps ensure a Dive Manager holds the delegated authority of the NDO to help ensure the safe conduct of diving.
